Esther Niubó Cidoncha (Barcelona, 1980) es la nueva consejera de Educación del Gobierno de Cataluña. Llega al cargo tras nueve años como diputada en el Parlamento, durante los cuales ha sido siempre la principal responsable de educación del grupo parlamentario socialista. Como tal, ha supervisado el trabajo de hasta seis consejeros y consejeras: Irene Rigau, Meritxell Ruiz, Clara Ponsatí, Josep Bargalló, Josep González-Cambray y Anna Simó. Su designación no ha sido ninguna sorpresa, ya que formaba parte del gobierno en la sombra creado por Salvador Illa en 2021, y la plena confianza del nuevo presidente de la Generalitat también se reflejaba en el hecho de que había sido designada portavoz adjunta del grupo parlamentario.
Niubó, que también es concejala en Castelldefels, no proviene del mundo de la educación, sino de las relaciones internacionales. Es licenciada en Ciencias Políticas (UAB), con premio extraordinario, y máster en política internacional (Universidad Libre de Bruselas), en comercio exterior (UB) y en políticas públicas (UPF-John Hopkins). En 2001, con solo 21 años, entró como analista en la secretaría de Política Europea e Internacional del PSC, partido al que se afilió al año siguiente. De 2004 a 2009 trabajó en Bruselas como asesora de los socialistas en el Parlamento Europeo, y más adelante pasó a la Fundación Rafael Campalans, el think-tank de los socialistas catalanes, de la que fue directora entre 2013 y 2020.
Entró por primera vez en el Parlamento de Cataluña en 2015, precisamente en el momento más bajo de popularidad de los socialistas catalanes. En esas elecciones, que dieron lugar a la que probablemente ha sido la legislatura más tempestuosa que ha vivido Cataluña desde el restablecimiento de la democracia, el PSC solo obtuvo 16 escaños, muy por detrás de Ciudadanos (25) y, sobre todo, de Junts pel Sí (62). Posiblemente esta falta de efectivos hizo que se le adjudicara una responsabilidad que en el ámbito socialista había contado con personalidades muy destacadas, como Marta Mata, Assumpta Baig o Joan Manuel del Pozo.
A lo largo de estos nueve años en la oposición, Niubó ha podido conocer a fondo la densa arquitectura jurídica que sustenta el sistema educativo, así como los diferentes actores y sensibilidades que conforman la comunidad educativa catalana. De hecho, se había convertido en la principal vía de entrada de las demandas de muchos sectores educativos en la Cámara catalana, demandas que ahora deberá gestionar. En especial, las relacionadas con el ámbito de la inclusión. Como resultado de la relación que ha mantenido estos años con entidades de defensa de las personas con diversidad funcional, en 2019 el grupo socialista presentó una moción sobre escuela inclusiva, y dos años más tarde impulsó una comisión de estudio también sobre escuela inclusiva.
Además de dar respuesta a la creciente complejidad de las aulas, Niubó tendrá que afrontar los retos de entenderse con los representantes del profesorado, quienes han demostrado en esta legislatura su capacidad de movilización, y muy especialmente el de mejorar los resultados académicos del alumnado en materias como matemáticas o lengua. En este punto, cuenta con el informe elaborado por el grupo impulsor de mejoras educativas, formado a comienzos de año por dieciocho personas que surgieron de un acuerdo entre los grupos parlamentarios de ERC, Junts, PSC y, en menor medida, los Comunes. El catalán en la escuela, la segregación y el abandono escolar, así como la gestión de los dispositivos digitales en las aulas, serán otros de los temas candentes que encontrará sobre la mesa al llegar a Via Augusta.
