El proyecto de Ley para la creación de la Agencia Estatal de Salud Pública ha “caído” a última hora, durante la sesión plenaria de este jueves, por 167 votos a favor, 176 en contra y dos abstenciones. El organismo, adscrito al Ministerio de Sanidad y pensado para reforzar la vigilancia sanitaria y agilizar la capacidad de reacción ante futuras pandemias o amenazas sanitarias, llevaba 14 años ‘pendiente’ y había obtenido luz verde en la Comisión de Sanidad la semana pasada, con los votos favorables –también– del Partido Popular y de Junts, partidos que han cambiado su voto y finalmente han votado en contra, sumándose así al ‘no’ de Vox.
La iniciativa de crear una agencia de salud pública se reanudó después de la pandemia por Covid-19 y ya llevaba más de un año pendiente de un acuerdo. Todo apuntaba a que hoy el proyecto saldría adelante sin problemas pero se fue al traste para sorpresa de todos. Tras la votación, la ministra de Sanidad, Mónica García, ha calificado de “irresponsabilidad mayúscula” el voto negativo de los tres grupos parlamentarios que han dejado caer la creación de la esperada Agencia Estatal de Salud Pública, y ha atribuido el cambio del sentido del voto del grupo Popular y de Junts a una “pataleta” por otra ley que nada tiene que ver con la salud. Ha añadido que “cinco años después de la pandemia están mandando a la ciudadanía el mensaje de que no han aprendido nada. Todo aquel sufrimiento y el ataque contra la ciencia hoy se ha visto ratificado por el Partido Popular, Vox y Junts”. Ahora, el Gobierno tendrá que estudiar qué procedimiento debe seguir para devolver el proyecto a la Cámara.
El objetivo de crear una Agencia Estatal de Salud Pública era principalmente dar respuesta a los distintos retos del ámbito de salud pública, coordinar la Red de Vigilancia en salud pública y monitorizar las amenazas para la salud, y realizar las evaluaciones del riesgo. Además, también debía coordinar la elaboración de los planes de preparación y dar respuesta sanitaria ante posibles “alertas, riesgos y amenazas para la salud humana de origen biológico, químico y de cualquier otra naturaleza sin perjuicio de las competencias asignadas a otras administraciones”.
